Culminatum Ltd - Helsinki Region Centre of Expertise - is a regional joint development company responsible for constructing the Ideopolis of the future in the Helsinki Region. Culminatum was founded in 1995.
The objective of the Centre of Expertise is to support the vision for the Helsinki region – of becoming a world-class innovation centre, Ideopolis. In order for a city to transform itself into a city of ideas, it must house certain instances, such as an international airport, advanced educational and research infrastructure, attractive accommodation and high-quality cultural services as well as good opportunities for self-development.

- To realise enterprise clusters based on leading expertise as part of a national Centre of Expertise programme
Culminatum Ltd is owned by the local authorities of the Helsinki Region, Uusimaa Regional Council and the region’s universities, polytechnics, science parks and business communities.
The Helsinki Region Centre of Expertise programme administered by Culminatum Ltd is one of nineteen regional Centre of Expertise programmes approved by the Finnish Council of State for the period 1999 – 2006. Only the best regional programmes have been granted a centre of expertise status.
Besides its Centre of Expertise functions, Culminatum also serves as an instrument of urban policy for local authorities in the Helsinki Region.
Helsinki Region Centre of Expertise Programme covers six fields of expertise. The selected fields are internationally competitive and represent the finest expertise in the region. Participants in these fields work with their host organisations to improve business operations and general commercial conditions in their respective sectors.
The Centre of Expertise encourages the formation of close-knit co-operation networks between businesses, local universities and polytechnics, public administration and enterprise support service providers in each field.
Culminatum Ltd funding consists of basic state funding and corresponding regional co-funding. In 2004 Culminatum was granted € 0,8 million from the state budget and € 0,8 regional co-funding. The total budget for 2004 is € 3,0 million. The rest of the funding will be raised by generating projects with the help of the basic funding.
